Moving the Ladder

Not okay. The pole can swing out away from you.
Okay. The pole is held securely against the ladder and in its notch.
Not okay. If the pole is on the outside, it can suddenly come out of its notch. The pole or hinge can be damaged.

Setting up the Ladder

Not okay. Never lean a ladder against the tree. Always use the pole to support it. (And pine cones are not in season!)
